Burn Notice star Jeffrey Donovan was surprised to be arrested for drunk driving, claiming he was “only borderline and not too drunk," according to TMZ. Jeffrey was pulled over after he had to swerve to avoid rear-ending a cop car. He later claimed he hadn’t seen its brake lights go on.
